Homeless Prevention Program
Helping people at risk of homelessness find and maintain housing.
The Homeless Prevention Program supports people who are at risk of homelessness by helping them access rental housing and connect with other housing and community supports.
The program can also provide portable rent supplements to eligible clients to help make private-market housing more affordable.
How We Support
The program assists people who may be experiencing housing instability, including:

Youth transitioning out of foster care

Women who have experienced violence or are at risk of violence

People leaving correctional or hospital systems

Indigenous individuals
How We Help
Support may include:

Rental Supplements — assessing eligible applicants and providing monthly rent supplements to help with private-market housing costs.

Housing Applications — helping clients complete BC Housing, Cowichan Tribes and other housing application forms.

Housing Searches — supporting clients to look for available rental housing.

Paperwork & Navigation — helping with forms, applications and other housing-related documents.

Referrals — connecting clients with housing, food, outreach, employment, family support and other community services.

Outreach — meeting people in the community and maintaining connections with local shelters, service providers and housing partners.
Working in Community
The Homeless Prevention Program works closely with community organizations and housing partners to help clients access coordinated support.
This includes connections with organizations such as the Cowichan Housing Association, Cowichan Women Against Violence, Makola Housing Society, Salvation Army, Warmland House and Outreach, the Basket Society, local churches and First Nations housing departments.
Clients can also be referred to other Hiiye’yu Lelum programs, including:

Rental Supplement Program
Eligible clients may be considered for a portable rent supplement.
The program assesses applications, maintains client records and works with clients to keep supplements current while they continue to look for or maintain housing.
